Operating Authority (MC Number) – Haul Legally and Get Paid

What is Operating Authority?

Operating Authority, often referred to as an MC Number, is a license issued by the Federal Motor Carrier Safety Administration (FMCSA) that grants for-hire carriers the legal right to transport regulated commodities or passengers across state lines. This authority determines the type of freight you can haul, the geographic areas you can operate in, and the rules you must follow.

Who Needs Operating Authority?

You are required to obtain Operating Authority if:

  • You operate as a for-hire motor carrier (i.e., you transport goods or passengers for compensation)

  • You transport regulated commodities across state lines

  • You broker freight or lease trucks to others as part of your business model

Most carriers need both a USDOT Number and an MC Number to operate legally.

Types of Operating Authority

Depending on your business model, you may need one or more of the following:

  • Motor Carrier (MC) – Hauls freight for hire across state lines

  • Broker (FF) – Arranges transportation of goods but does not operate trucks

  • Freight Forwarder (FF) – Organizes and consolidates shipments, may provide warehousing
    Each type has different insurance, bonding, and compliance requirements.
